Data Boundary

Public data is aggregate and schema-governed. Raw source material, private correspondence, reporter identity, vendor-sensitive evidence, and unresolved coordination state remain outside public datasets. A dataset should be published only when its fields, collection period, minimization basis, and correction channel are clear.
